ライラ・バルフム（Laila Barhoum）は、パレスチナ自治区ガザ地区の中小企業支援スペシャリスト。パレスチナ教育・環境保護協会（Palestine Association for Education and Environmental Protection）、中小企業センター（Small Enterprise Center）で開発実務に従事。2012年、英国サセックス大学開発学研究所より開発学修士号取得。
